The download package comes with the README_gojirc.txt file (named that way to avoid confusions with the jIRC's README) which contains all the installation instructions. The package doesn't includes jIRC files, only GojIRC Front End files for you to use. You've got to download the jIRC files from it's official site at JPilot.

GojIRC doesn't comes with a valid license, neither we provide!! To get one go to JPilot's site and buy one. Until you get a valid license, your users will be bothered with does repeated lines saying to get license.
